Philippines: Separatist Group To Propose Creation Of Muslim 'Sub-State' September 23, 2010 The separatist Moro Islamic Liberation Front (MILF) will propose the creation of a Muslim “sub-state” in Mindanao when peace talks resume, the Philippine Daily Inquirer reported Sept. 23, citing MILF’s chief negotiator, Mohagher Iqbal. He said it is not stated specifically in the group’s proposal, but the formulation they envision definitely includes the creation of a sub-state arrangement. Iqbal added that the proposed sub-state would exercise all government functions except those handled by the central government, including national defense, foreign affairs and currency and postal services.
